All in all it's a pretty positive tone for ATF to be taking.
I'd like more. A lot more. But bloated Federal agencies don't turn on a dime, and this is really a great bit of news.
Them getting themselves out of the way of the HPA is pretty spiffy, you have to admit.

It's not perfect and it's not binding on anything or anyone; but I love the change of tone from "always be confiscating" from prior administrations.
