It's interesting that the blue areas aren't exclusively the metro areas. Mostly, but not all. I think the non-metro areas largely must be places where people life on the government dole.
I can confirm some of those. The blue counties along the Texas-Mexico border (known as the RGV) have a very large population of mostly welfare recipients and retirees. Oh and illegal immigrants who supposedly can't vote... but the history of pro-Blue voting "irregularities" down there is well known.
