Mr Penn, lots of dictators were democratically elected. Lots of dictators came to power through legitimate means. The difference between a dictator and a president, say, is what they do once in power; like eliminate the next election ( http://en.wikipedia.org/wiki/Venezuelan_constitutional_referendum,_2009 ), transfer power from the legislative or judicial branches to themselves, trivial stuff hard to spot or detect (check the batteries in your sarcasm detector).
I notice that Mr Penn doesn't mention that Hugo attempted to take over in a coup d'état in 1992. He went to prison for that. He got pardoned later, but still, not someone who embodies the democratic ideal.
