I can do the job, and the nearly $2,300 in labor is inspiring.
That's an awful lot of labor. Most shops charge $120-$200/hr for labor so that's more than a full day just for that one line item. Googling shows it is not completely out of range though, 2-8 hours depending.

I'm upset by them wanting to charge seperately for the heater core and expansion valve since those have to come out to take apart the hvac box. It's literally part of getting the evaporator out.

Well, it's unreasonable and why I hate the fucking UAW and its Australian counterpart with a fiery passion that makes a nuke look like an ice cream cone.
