Actually It's Quite Simple

Shooting a specific person from the 32nd floor at that distance does require some skill.

Sending a flurry of rounds downrange with a "to whom it may concern" hashtag doesn't take any particular skill beyond knowing how to load, point and shoot.

This shooting also may be the first in America to not happen in a gun-free victim zone.  Carry wasn't banned by law, but could still have been by the policies of the concert promoters and venue.

Not that having a handgun to shoot back with would have made a lot of difference.
