Siphoning

I was reading that a non-significant portion of Russia's defense budget may be redirected to things like hookers and vodka.

In their defense, have you TRIED hookers and vodka?

Sure beats doing your job!

  1. As far back as Brezhnev, at least, the USSR was deeply corrupt. To get anything done, you had to do it "na lyevo"---on the left side. There was a whole book, USSR: The Corrupt Society.

  2. Of course, US "orcifers" and senior enlisted are not exactly paragons of virtue, either. While he was alive, I never questioned how my cousin, who rose to Lt. Col. in the USMC(and had a very distinguished combat record in 3 wars) was able to afford a high end Rolex shortly before his retirement in 1964.

    He went to work for a major defense firm and on his death left an @$20 million estate.

    I've come to the conclusion that reform is impossible without the use of Vlad the Impaler level tax audits on every civilian executive and all uniformed O-3s, E-6s and up in the service. If convicted, a pistol shot to the head.

  3. Does anyone doubt that Woeing got the F-47 contract because of well placed bribes? In all probability it will be a disaster, as Woeing has the decades old habit of diverting money from government contracts to their airline branch(along with engine makers, but we won't open that can of worms).

  4. I'm happy Boeing got the contract. We need more than one company making fighters. Despite their issues, they're generally better than Lockmart at getting things done on time and on budget. A-12A was an anomaly.

    The real problem in our aviation procurement has been it taking just long enough that a new round of officers enter the office and need to make it their own before they move on. B-21A is showing the way of avoiding that.
