The range at my club is small with only three shooting positions. But it is a small club and the range is never crowded. That said, whether I am alone or there are other shooters there with me, I insist on all uncased firearms having their actions open and a chamber flag inserted (which I will provide if needed), before anyone goes down range. The only exception is the locked, loaded, and holstered firearm secure in a holster, which would only be drawn (my own included) if the need were to suddenly arise.
