Historically the only non-police system of keeping the peace and enforcing the law has been vigilance societies.
We already know how Democrats feel about those, because they smack of the well regulated militia referred to in the hated 2nd.
There are literally books on why the vigilance society model was discarded and the professional police model adopted.
Ironically, corruption was one of the key reasons.
The Mafia has its roots in Roman vigilance societies, for example.

Though some committees of vigilance were formed to smash the corrupt local governments, and willingly disappeared when order was restored (often by a military governorship.) San Fransisco went through CoVs twice. Multiple CoVs in the city, sponsored by neighborhoods or by business groups.
