From the Baltimore City Crime Gun Intelligence Facebook page:
On August 23, at approximately 3:40 p.m., NED DAT detectives were in the 5400 block of Sinclair Lane when they observed an individual exhibiting behavior consistent with being armed. During the investigation, detectives arrested the suspect and recovered (1) Polymer80 9mm handgun.

I'm betting the behavior which tipped them off was constantly pulling up his pants becase he wasn't wearing a belt and the gun loose in a pocket or waistband.

Oh, I know that one. "Consistent" is a magic word; it sounds really serious, but actually just means "both things can be true simultaneously". So, to answer your specific question: behavior consistent with being armed is behavior that does not _prove_ the person is unarmed. Almost all behavior is consistent with being armed. The only exceptions that spring to mind are standing with obviously open hands while being completely naked, and having just passed through the security checkpoint at a court or airport.
ReplyDeleteI can't speak as to the Baltimore guys; but if you happen upon a guy who is both new to carrying and knows he is either prohibited or denied; he will keep touching it.
ReplyDeleteDoubly so if he has it shoved down the front of his sweats sans holster.
Also, you'll notice a lot of sweeping arm gestures and reference towards said gun.
Curious as well what actually constitutes "behavior consistent with being armed" unless that behavior was actually displaying said firearm? I'd hope a good lawyer would have a field day with this...
