It's a very well fed raccoon. Plenty of opportunity for grub in a residential area.

I had a question for one of the Wildlife bios I work with (I'm a marine biologist there), and his response was, Vermin, kill 'em all. He got so many complaint calls about raccoons, that he developed a just kill 'em attitude.
