Eric Shaw, who was not doing anything criminal in a place he had a right to be, was killed by someone who was never prosecuted.

The only penalty that Jeffrey Gillaspie suffered was to have to quit his job of three years.

Unemployment is the punishment for negligent homicide?

Yes, if you're a cop in Iowa City.

That story terrified me.

At the time my job involved late nights and remote locations. To think that an officer could walk into where I was working because the door was open and shoot me to death then not be prosecuted at all?

That's very scary.

What's changed in the past 20 years?

Nothing.
