M16A3 Flat Or Not

I am old enough to remember when, according to TM 9-1005-319-23&P (October 1, 1998), the M16A3 was simply an M16A2 but with full-auto instead of a 3-round burst.

Now, according to TM 9-1005-319-23&P (November 28, 2008), an M16A3 is an M16A4 with full-auto instead of a 3-round burst.

UGH!

Why have a designation system if you're not going to bother using it?
